*ଓଡିଶା ରେ ରହୁଥିବା ବହୁଜନ (ଅନୁସୂଚିତ ଜାତି, ଅନୁସୂଚିତ ଜନଜାତି , ପଛୁଆ ବର୍ଗ , ଅଳ୍ପ ସଂଖ୍ୟକ ଓ ଅନ୍ୟ ଗରିବ) ଲୋକଙ୍କ ସହିତ ହେଉଥିବା ଅନ୍ୟାୟ, ଅତ୍ୟାଚାର ଓ ତାଙ୍କର ସଫଳତା, ଉନ୍ନତି କୁ ଗୋଟେ ମଧ୍ୟସ୍ଥି ହିସାବରେ କାମ କରିବା I
